Victoria E. Fimea is Senior Vice President, Legal Counsel and Head of Regulatory Department – North America, for Artex Risk Solutions, Inc.  She manages and leads the regulatory and claims departments and is a member of the senior management team.  Ms. Fimea is responsible for general corporate matters and regulatory relationships with regulators in the U.S. and Caribbean.  Her duties also include insurance defense and litigation, alternative dispute resolution, compliance and risk management, along with development of insurance policy coverage issues and terms.  Artex is one of the world’s largest alternative risk providers and is a subsidiary of Arthur J. Gallagher & Co., an NYSE/Fortune 500 company with over 20,000 employees worldwide.  In 2017, for the sixth consecutive year, Arthur J. Gallagher & Co. was named a world’s most ethical company by the Ethisphere Institute, a global leader in defining and advancing the standards of ethical business practices.

Prior to joining Artex, Ms. Fimea was Senior Vice President, General Counsel and Secretary of the Sammons Financial Group (SFG), for which she managed all legal functions.  The two SFG life insurance companies are Midland National Life Insurance Company and North American Company for Life and Health Insurance, which market Life Insurance and Annuity products in all States except New York.  The companies also market products in the District of Columbia, the U.S. Virgin Islands, Guam, Puerto Rico, the Northern Mariana Islands, Anguilla, the British Virgin Islands and to the U.S. military in Japan and Europe.  The companies are subsidiaries of Sammons Enterprises, Inc., which is in the top 100 largest privately held companies in the United States listed by Forbe’s.

Prior to joining SFG, Ms. Fimea was Vice President, General Counsel and Secretary of the Dearborn National® brand companies, which included Fort Dearborn Life Insurance Company (FDL), Fort Dearborn Life Insurance Company of New (FDLNY), and Colorado Bankers Life Insurance Company (CBL).  The companies are subsidiaries of Health Care Service Corporation of Chicago, Illinois. HCSC is the fourth largest health insurer in the United States, and the largest privately held health insurer in the United States.  Ms. Fimea’s duties included management of all legal and compliance functions for the Dearborn National brand companies, and of the compliance programs for the non-health subsidiaries of HCSC.

Prior to joining FDL, Ms. Fimea was Senior Counsel, Litigation, for the American Council of Life Insurers in Washington, D.C.  ACLI is the largest trade association in the U.S. representing the interests of the life insurance industry.  Among the many issues Ms. Fimea handled at ACLI were anti-money laundering (including leading the industry advocacy on the USA PATRIOT Act regulations applicable to the Life and Annuity industry), Homeland Security (cyber and structural), fraud, all litigation (including amicus curiae) efforts of ACLI, ethics, privileges, tort reform, punitive damages, class actions, RICO (state), ERISA, and Y2K.

Ms. Fimea has practiced law for thirty years, the majority of which have been focused on representing the insurance industry.  Her experience prior to ACLI includes serving as in-house counsel with an insurance holding company offering life, property and casualty, health and workers compensation insurance and as an attorney with two national law firms.  Ms. Fimea is a frequent speaker and author on a variety of topics impacting insurers and corporations.  Her experience as counsel and instructor include litigation, fraud and money laundering, mergers and acquisitions, corporate, employment and labor, regulatory, and government relations.  Ms. Fimea has testified on behalf of the industry in a variety of forums, including internationally at the FAFT (Financial Action Task Force) in Paris, France and in Brussels, Belgium. Ms. Fimea served as the life insurance industry member of the Bank Secrecy Act Advisory Group (BSAAG).

While in private practice, Ms. Fimea was pro bono publico Counsel to the National Conference of Insurance Legislators (NCOIL) and to the National Council of Legislators from Gaming States Foundation (NCLGS).

Ms. Fimea is a member of the Editorial Review Board of the Journal of Insurance Regulation (a publication of the National Association of Insurance Commissioners, or, NAIC).

Ms. Fimea is a member of the State Bars of Arizona, California, Illinois and of the District of Columbia Bar.  She is also a member of the Association of Life Insurance Counsel (and serves on the Board of Governors and serves as Chair of the Membership and Diversity Committee of the Board), the Federal Communications Bar Association and the Arizona Women Lawyers Association (and serves on the Judicial Appointments Committee of the AWLA).

Ms. Fimea is a Director on the Board of Directors of the Northern Arizona University Foundation, Inc. and she serves on the Committee on Directors of the Board.

Ms. Fimea was the 1981 Harry S Truman Scholar for the State of Arizona, and, a 1983 Rhodes Scholar finalist for the State of Arizona.  Ms. Fimea is admitted before many of the Federal courts covering the jurisdictions in which she is licensed, along with many of the Federal Circuit Courts of Appeals. She is admitted to practice before the United States Supreme Court.  Ms. Fimea received her J.D. from The American University, Washington College of Law, in Washington, D.C.  Ms. Fimea received her M.A. in Law and International Affairs emphasizing International Communications from The American University School of International Service in Washington, D.C., and, her B.S. from Northern Arizona University in Flagstaff, Arizona.
